Kargo Master 31570 Front Wind Deflector Bar

Q: What is this made out of? Steel, Aluminum, or Plastic?

Steel. Clamps on quick with screw band clamps. It really did eliminate most of the wind "howl" for me.

Q: How does this install? do i have to snap it over the bars or do i disassemble the rack i already have built to put it together.

Pipe clamps like those supplied can be opened by turning the screw until the clamp strap releases from the screw buckle. To reassemble insert the strap into the screw buckle and turn the screw so as to catch the slits on the strap and draw the strap back threw the buckle. Practice this process on one pipe clamp a few times. The strap's circular "set" generally facilitates the recapture by the buckle screw if the end is inserted in the buckle correctly. With the clamps opened they can be threaded around the bar, threw the wind defector's clap openings and into the clamp buckle which will be on the opposite side the rack cross bar from the deflector.

Q: Its plastic bar like the rain/wind guard but you place it in the front winshield to help keep shade similar to a spoiler. Sorry dont know the name.

It is a metal piece. You attach it to the rack and then adjust the angle of it to best deflect the wind hitting the front of the rack. It took a few different adjustments to get the right angle.

Q: So the dimension of the angle is 3.5 x 5.4 inches? anybody conclude this really helps or hurt mpg? maybe better to let air go under bars?

I didn't like mine. I returned it. It did not help with the wind noise from the front bar support. I do not think it will help at all for fuel consumption.
