There is no locking of the shelf, but it does stay in a close position when moving a portable racks, ( Not Transporting a Rack).

Q: What is the depth of the shelf? What is the range of rack depths that this will fit?

The shelf itself is 23.62'' from front to back. So as long as your rack will accommodate this depth, you should be fine. This unit does not fit in a standard 19'' x 19'' rack. There is a shorter model for that.

all racks are standardized at 19 inches. useable space 18.5 inches

Q: Can this rack tray be mounted upside down?

YES, this rack tray may be mounted upside down. It will serve more as a shelf (without a front lip) though.
