Will this get rid of outside loud fan noise from neighbors air conditioning unit sitting behind my bedroom wall and head.

No. Acoustic foam is designed to 'absorb' sound, not 'block' it; Meaning it is made to reduce reflections, reverberations, echo, etc. Think of it like when you move into a new house or apartment with no furniture in it. As you make noise you clearly hear it echo throughout the room. As you fill the room with furniture and hang fixtures to the walls they reflect+absorb sound waves reducing the clear echo you previously heard from when sound-waves were simply bouncing around on the blank walls. This is also clearly noticeable when comparing a carpeted room to a hard-floor room. The seller states these "2-inch foam tiles provide 80-90% noise reduction" which would mean that they have an NRC (noise reduction coefficient) of between .80 and .90 but this also means they weren't actually tested or may perhaps have a lower rating, otherwise it would have a specific NRC rating and not a percent-range. If you would like to help reduce sound through walls then you may be interested in something like 'QuietRock' Sheetrock with the highest STC (sound transmission class) rating you can get. There are also other options but foam will effectively do nothing to reduce the sound being passed through the walls. Sound booths have the structural material that actually prevent transmission through the walls and then use the foam on the interior to reduce the reflection inside. Acoustic Foam is created to reduce the reflection of sound, NOT the transmission of sound.

Don't do that. Please. Don't try for a dead room. You can't just throw sound deadening products at a problem if you haven't thought about the problem beforehand. This sort of product is intended to reduce high frequency "reverb" or "echo" between parallel-plane walls. Mounting on only one wall (and only a percentage of its surface) and not that wall's opposite does pretty much handle the problem. You can also attack the problem with hard diffusion, such as a whole lot of bookcase action.

I would use a different product, these are individual square foam tiles, you would need a large order for a room. I am using them to sound proof my drum room. It helps reduce the noise but, not totally sound proof. They have large 48x24 sheets of acoustic  foam on Amazon, that would be economical,  only you know how "quiet" you need it.
