Yes it does have cables to connect to a CD/DVD burner. Two of the cables coming out of the power supply contain a total of six sata power connectors. Just use one plus a sata data cable to your mobo and your burner will work.

can this psu be top-mounted in the case?

Mounted ours on the bottom but think that would depend on the case.
