Is this just a fancy bungee cord?

It's not a bungee cord at all. It is used on a step through bike (women's bike) so it will mount to a trailer hitch bike rack properly. Without it, women's bikes are very difficult to attach to the rack. It acts like the cross bar on a men's bike for mounting purposes.

I ordered an Allen adapter but the hook did not fit around the seatpost of my 29er. It is just under 1.25" by the specs on the website. Will this fit?
