It can, but it will be very uncomfortable. It is made to be worn over clothing.

Adjusts to fit waist sizes of 29" to 51".

Q: What is the height when measured at the back?

It is about 6 1/2 inches. However, I no longer have it because it was nowhere near as good as one I got through Medicare

It's not heavy at all. Good back support.
