Q: Been in use for 3 yrs. the unit is blowing the power when its running now. cord is turn white that is attached to cell. should i replace the cell?

That means nothing in my opinion. I've been using this system in a 500 gallon hot tub and still have the original cell in it after 3 years although I think it is finally near the end of it's life because the bubbling it does is nearly gone. So what I've had to do is increase the time the cell stays on from 3 hours initially to 12 hours now.

Q: can this be used with the retro unit for a small pool?

I would doubt it. I have a smaller spa and need to run it 13 hrs a days as we use it a lot

It could be that the salt detector is faualty. Do you see bubbles coming off the salt cell? If you are able to maintain a proper chlorine level, then just ignore the indicator.
