My wall has become damp with patch’s can I use this on my bedroom wall

Yes .. but treat wall first to remove damp . I'd suggest a complete wash of the area of damp with a part water and bleach combination. Or a similar product . Then leave to dry ,then paint .

Is this oil or water based?

It's water based paint. To clean the brushes, simply use warm water (not boiling) and add dish soap such as Fairy washing up liquid. I have tested this myself and the paint comes off pretty quickly, even if left on the brushes for a pro-longed period of time.

Would this be effective on a bay window that constantly gets mould from the condensation?

It does seem to have worked for us, and no sign of recurrence yet.
