Is the "new" formula still in use? I see lots of negative reviews of it compared to the old formula.

The two major differences are the addition of CPC, a chemical clinically proven to kill the germs linked to gingivitis, and improving the flavor with xylitol, a natural sweetener with proven oral health benefits. why include PEG-40????

PEG-40 is used to increase viscosity. Polyethylene glycol of different lengths are used all over medicine. For example, PEG-3350 is MiraLAX.
