Right now it's 3.14 at walmart without free delivery unless you meet a threshold or pay for their membership. At the current price it's $4.89/can here - with free delivery. So....it's all about what works out best for you. Prices go up and down at both sites though.

Q: Is this a pump-style spray or an aerosol spray? (It's hard to tell from the picture.)

It is a spray, and the label says “chemical propellant free NON-aerosol technology”. It also says there are three ways to use: drip, stream, spray. It tastes great. I hope this helps.

Q: Does this make the popcorn soggy?

does not make popcorn soggy. I don't drown my popcorn in it. I use enough to hold the salt to the popcorn but still a pretty generous spritz
