Can I carry my electric wheelchair on this?

We carry our daughter's electric scooter on ours.

Do you have to put the ramp on? The size is perfect for what I need but the ramp nor its extra weight is needed.

No you don't have to install the ramp. It does fold down to make another floor but removing it will definitely take off some weight.

Does the ramp lie flat when not in use?

Yep. It folds into the basket and lies flat. There is also a spring-loaded pin to “lock” it into place and keep it from bouncing up.

I have a Mazda 3 hatchback..Can this be installed on a smaller car such as mine?

It depends on your hitch class rating. As long as it's higher than what this rack requires, you are fine.
