You need to buy a shaper, it's like a curved sandpaper or sandpaper-like metal or you can use a lathe if you have one handy that can fit a cue in it and a razor or lathe cutting tool. There are plenty of cheap good quality tools for shaping and cutting cue tips. Common radius shapes from more forgiving inaccurate strikes to least: Nickle, Penny, Dime

Do you know the hardness of the mediums, they seem more hard than medium?

They are definitely harder than standard medium. I would rate the medium as hard.
