Q: What can be placed inside toy? I dont want anything messy like peanut butter

When the antlers get too small I take them away and stuff them inside toys like this. It's in there permanently, but they never get bored of this durable toy!

There is a hole in the bottom to stuff with treats. I do not know how frozen PB will work...probably yes!

Q: Is this dishwasher safe?

It would probably be fine especially top rack. This thing is pretty tough

Q: What kind of treats can be small enough to fit in it for my tiny 2.2 lb Chihuahua?

I just use air dried dog kibbles. Like ziwipeak etc that you can break up.
