He has significant tartar build up and sore and bleeding gums. Then move up to putting it on a finger brush and letting the dog lick the paste from the brush. Then slowly start brushing one or two teeth at a time with a finger brush and stopping before the dog gets annoyed with it. After each session give the dog a little treat. Once your dog is more comfortable with you brushing you will find you will be able to brush the teeth properly with a finger brush.
