Q: Does this Multimeter with Software so that we can get data (voltage-time) from PC?

The meter can connect to the PC via USB. SCPI is used to program and query the meter. You can measure voltage, but I'm not sure about time. You can measure frequency and period if that is what you need.

Q: Even cheaper handhelds for less than $100 have a micro-amp range, so why does this B&K at this price point not have a micro-amp range?

The B&K 2821E can measure micro-amps. It can actually measure nano-amps. The AC (RMS) Current range is from 100 nano amps to 20 amps. The DC current range is from 100 nano amps to 20 amps. The B&K 2821E is a professional piece of equipment. The "cheaper handhelds" not professional pieces of equipment.

Q: Does this support labview ?
