Q: Can the switches be swappable?

The board isn't hot-swap. That means that the switches are soldered in place. You could remove all the switches and replace them with another type, but you would have to remove the PCB from the casing and desolder the switches to remove them, then solder in your new switches.

Q: Does the blue and red switches both come with it?

No it comes with red switches but you can pay to have a blue switches added
