Q: Does this clip to the rim of tanks or is it suction cups?

Hello Kelli, it clips to the top frame of the tank very securely.

Q: Is their a way I can attach this light stick to an aquarium without a frame? Also, my aquarium has a black hood on top.

this light bar is attached with a clip to the frame - you might want to look for one with suction cups instead

Q: Can this be set to the twilight cycle mode and then plugged into a timer? Or will it default back to a different setting when power is turned off?

The light will automatically remember the last active light mode if power is disconnected to the light. This feature was included for consumers who wish to use this light with a timer. Simply plug the light into your timer and select the desired light mode. Your light will turn on to the last mode selected.
