What about Jessica Simpson luggage where wheels are riveted in to axel? How to remove them?

Grind the head off the rivet, and the rivet willfall out, replace the rivit with the bolts and nuts that come with the wheelsk. Also, I would add a dab of LOCKTITE THREAD LOCK BLUE, To the end to the threaded bolt which will lock the nut on so it won't unscrew itself. These wheels work well, as I have many luggage wheels. Where do you put the washers?
