Would it punctured a bicycle tire

I can't speak for the old version, but the current version can not penetrate a tire AND it stopped all raccoons that were eating POUNDS of corn from my feeder. Not only do they refuse to climb the legs anymore they won't even come eat whats on the ground. Contrary to the picture they should typically be on the inside of the legs. Well worth the money!

What is this made of?

I believe it's make out of a galvanized iron strip. The teeth are small sharp triangles cut into the metal strip then pushed to point up.

Can this be put in mulch to stop deer from walking along my house front beds and and eating my bushes?

I doubt it. You probably need to put a lot because deer can jump the 5 feet fence and get in anyway. It didn't stop reccoon from climbing up my deck.
