Does this include through pins and cotter pins?

No, Mine did not include any pins of any sort, just the hook. I used existing bolts since I was replacing an existing hook.

Will it fit the County Line quick hitch?

Not without modification. The bolt holes are not far enough away from the hook for County Line QH. I had to weld on an extra piece of metal bar for ix the issue. I "think" I found the solution on a Youtube video, but can't remember exactly.

My top hook on the HF Hitch doesn't work, can this product solve my problem?
