Q: this product just arrived and had no seal. no plastic around it or piece under cap. whyyyy?

i have bough this product straight out of the store and i find the same issue. Its never sealed. Don't be afraid to use it, the product is fine. Unless u don't trust the sender. I have never found issues with these product not being sealed though

Yes. I've been buying this product for years, and those pieces are always in there.

Q: Do you run on face just like lotion or do u still apply lotion?

This is a toner. You use this 1st after washing your face. It cleans more and closes your pores up. Then you can apply serums, eye creams, and facial moisturizers/lotion/creams last. Q: can I use this with a face cleansing device?

This really isn’t a lotion. It has the consistency of water so I don’t think it would work very well with a cleansing device.
